How do you check their e-mail to see if you know them?

I recently got an e - mail about free software to make money off twitter, it’s said to be trusted by cnn, etc.. I was just wondering if this is fact or fiction. Can someone make a little money off of this?

A few days ago I deleted my twitter account because I wanted to use the e-mail it was under to create another account, but it still said that the e-mail was taken. Its weird though because it gives me an option to restore my account … I need help!
